Fleet Admiral Miller is a member of the General Staff.
He is shown to oppose Tomoe Mami's appointment to the position of Commander of the Euphratic Sector. He seems to be prejudiced against Magical Girls, unwilling to accept the position and respect Magical Girls gained in the twenty years since the Battle of Epsilon Eridani.
