Julian Bradshaw is a historian detailing parts of the MSY in his works. As such, he worked with Clarisse van Rossum in close concert, since she is both the historian of the MSY as well as a contemporary witness for large parts of his area of research as well.
Due to his own academic credentials, but also his awareness of and integration into the MSY prior to the reveal of the organizations existence, he fulfils a role of ambassador and trusted advisor in regards to Magical Girls for the academic spectrum. This in combination with his highly acclaimed and popular work "Mahou Shoujo: Their World, their History" made him both popular and gave him the clout necessary for his roles.

So far not much is actually known about Julian Bradshaw, but some his various entries and comments on him provide some background.
