Project Icarus was a large scale scientific project issued by the EDC employing thousands of scientists with a single goal: To develop and issue fleets of satellites orbiting the sun and harvesting solar energy, making energy essentially not just cheap, but free.
They succeeded. Since the energy needs of most colonies are not on the scale as those of Earth, though, only the larger other core worlds started launching their own satellites. [1]
